Medical Counselling Committee (MCC)

Overview: The Medical Counselling Committee (MCC), under the Directorate General of Health Services (DGHS), conducts online counselling and seat allocation for various medical undergraduate, postgraduate and super-specialty courses as per the directions of the Ministry of Health & Family Welfare and relevant court orders and Gazette notifications.

About MCC

In accordance with Supreme Court orders and notifications from the Ministry, MCC has been entrusted with conducting online counselling for All India Quota (AIQ) seats — including 15% AIQ for UG courses, 50% AIQ for PG courses and 100% AIQ for super-specialty courses (DM/MCh). MCC follows the rules and schedules notified by the National Medical Commission (NMC), DGHS and MoHFW.

Roles & Responsibilities

  • Maintain the official MCC website and publish counselling information.
  • Finalize counselling procedures, schedules and fee/deposit rules.
  • Coordinate with concerned agencies for counselling against State/UT quota seats.
  • Manage matters transferred to MCC, including court-related issues.
  • Finalize counselling centres and necessary arrangements (when applicable).
  • Distribute and collect application forms and related documentation.
  • Manage funds and audits related to counselling operations.

Important Judgements & Gazette Notifications

  1. Anand S. Biji v. State of Kerala — Directions for online counselling and related procedures.
  2. Dr. Dinesh Kumar & Ors. v. Motilal Nehru Medical College — Supported allotment schemes for All India seats for UG and PG courses based on merit.
  3. Sharawan Kumar v. DGHS — Approval of the DGHS scheme for 15% AIQ in MBBS/BDS seats.
  4. Dar-Us-Slam Educational Trust v. MCI — Held that common counselling for government colleges and deemed universities is appropriate where institutions have All India character seats.
  5. From academic year 2020–21, MCC began conducting counselling for AIIMS UG courses and JIPMER as per MoHFW directions.
  6. Reservation for 27% OBC (NCL) and 10% EWS in AIQ seats was implemented prospectively from 2021 (Office Memorandum dated 30 July 2021).

Type of Counselling

MCC conducts counselling for NEET (UG, PG and Super-Speciality - SS) aspirants for the following categories:

  • 15% All India Quota seats for MBBS/BDS in participating States (participation of Union Territory of J&K is subject to seat contribution).
  • 100% MBBS/BDS seats for BHU.
  • 100% MBBS seats of AIIMS across India.
  • 100% JIPMER seats (Puducherry/Karaikal).
  • 100% AMU seats.
  • 85% State quota seats of DU/IP University (VMMC/ABVIMS/ESIC Dental) as applicable.
  • 100% Faculty of Dentistry (Jamia Millia Islamia) along with 5% internal quota for Jamia students.
  • 15% IP quota seats of ESIC.

Any candidate opting for a Deemed University will have to pay Rs. 5,000 (non-refundable) + Rs. 2,00,000 (refundable security) at the time of registration.
For 15% All India Quota / Central Universities (DU, AMU, BHU, Jamia Millia Islamia) / AFMC / ESI / All AIIMS / JIPMER / B.Sc. Nursing

Example: A UR candidate opting for Central Universities/AFMC/ESI will pay Rs. 1,000 + Rs. 10,000 = Rs. 11,000. A SC/ST/OBC/PwD candidate will pay Rs. 500 + Rs. 5,000 = Rs. 5,500.
Note: If a candidate is eligible for both Govt. Medical/Dental/Nursing and Deemed University fees, the candidate must pay the higher fee (i.e., the Deemed University fee).

MCC - UG Exit with Forfeiture (Meaning)

QuestionAnswer
What does "Exit with forfeiture" mean?If a candidate is allotted a seat in the 2nd round or a subsequent round and chooses not to join the allotted seat, they may exit the counselling but will forfeit (lose) the security amount deposited.
Resignation after Round 3Once a candidate joins an allotted seat after Round 3, he/she is not eligible to resign/surrender the joined seat.
