UP NEET PG Counselling 2026 Eligibility Criteria: Who Can Apply?

Who is eligible for UP NEET PG Counselling 2026? Candidates who qualify NEET PG 2026 or NEET MDS 2026and meet the required internship and educational eligibility conditions can participate in UP NEET PG/MDS Counselling 2026. MBBS/BDS graduates from Government and Private Medical & Dental Colleges of Uttar Pradesh are eligible for both Government State Quota seats and Private Medical College seats. Candidates who completed MBBS/BDS from outside Uttar Pradesh, or from AMU, BHU, AIIMS Raebareli and AIIMS Gorakhpur, are eligible only for Private Medical & Dental Colleges/Institutes/Universities under the stated rules. Foreign Medical Graduates and Foreign Nationals may also be eligible subject to the applicable NBE and NMC eligibility criteria.

Eligibility Criteria for Indian Medical Graduates

Candidates planning to participate in UP NEET PG Counselling 2026 should first understand which category of seats they are eligible for. Eligibility for Government State Quota seats, Private Medical College seats and State Quota DNB seats depends on the candidate's qualification, internship completion and the institution from where MBBS/BDS was completed.

1. NEET PG 2026 / NEET MDS 2026 Qualification

Candidates must have qualified the NEET-PG-2026/NEET-MDS-2026 entrance examination.

Only qualified candidates can participate in the applicable counselling process, subject to fulfilment of other eligibility conditions.

2. Compulsory Rotatory Internship Requirement

Candidates should have completed their one year of Compulsory Rotatory Internship within the prescribed deadline.

The internship completion dates are:

  • For MDS: On or before 31 May 2026

  • For MD/MS/Diploma/DNB Courses: On or before 30 September 2026

Candidates must carefully check their internship completion date before participating in the counselling process.

3. Eligibility for Candidates Who Passed MBBS/BDS from Uttar Pradesh

Candidates who have passed their MBBS/BDS course from Government or Private Medical & Dental Colleges of Uttar Pradesh are eligible for:

  • Government State Quota seats

  • Private Medical College seats

Therefore, candidates who completed MBBS/BDS from eligible Government or Private Medical/Dental Colleges in Uttar Pradesh can participate for both categories of seats, subject to other applicable rules.

4. AMU, BHU, AIIMS Raebareli and AIIMS Gorakhpur Candidates

Candidates who have passed MBBS/BDS from:

  • AMU, Aligarh

  • BHU, Varanasi

  • AIIMS Raebareli

  • AIIMS Gorakhpur

are not eligible for admission to Government State Quota Seats.

However, these candidates are eligible for admission only in:

  • Private Medical Colleges

  • Private Dental Colleges

  • Institutes

  • Universities

5. Candidates Who Completed MBBS/BDS Outside Uttar Pradesh

Candidates who have passed MBBS/BDS from outside Uttar Pradesh are eligible for admissions only in:

  • Private Medical Colleges

  • Private Dental Colleges

  • Institutes

  • Universities

They are not eligible for Government State Quota seats under the stated eligibility criteria.

6. Candidates Already Admitted to a PG Course

A candidate who has already taken admission on the basis of an earlier:

  • NEET-PG entrance examination, or

  • NEET-MDS entrance examination

is not eligible for NEET PG-2026/NEET-MDS-2026 counselling until he/she completes and passes the course in which he/she is presently admitted.

Candidates who are already pursuing a postgraduate course should carefully check their admission status before participating in the 2026 counselling process.

In-Service (PMHS) Candidates Eligibility

Only those NEET-qualified In-service (PMHS) candidates whose names are provided by the Director General Health Services under the policy framed by the Department of Medical Health & Family Welfare, Government of Uttar Pradesh, are eligible for due weightage as per the applicable norms.

The eligibility for In-service candidates is therefore linked to the official list and the applicable Uttar Pradesh Government policy.

State Quota DNB Seats

An important eligibility condition is:

Only In-service (PMHS) candidates are eligible for State Quota DNB seats.

Candidates who are not eligible under the In-service PMHS category should carefully check their eligibility before selecting State Quota DNB options.

Eligibility for Foreign Medical Graduates (FMG)

Foreign Medical Graduates (FMG) are eligible for UP NEET PG-2026 counselling as per the eligibility criteria mentioned in the NBE Information Bulletin 2026, including the applicable provisions.

Indian citizens or Overseas Citizens of India who have obtained their Primary Medical Qualifications from Medical Colleges outside India should have qualified the Foreign Medical Graduate Examination (Screening Test) as per the applicable Screening Test Regulations.

The examination is conducted by the National Board of Examinations in Medical Sciences (NBEMS).

In addition, such candidates should:

  • Have the required Primary Medical Qualification

  • Have qualified the applicable Foreign Medical Graduate Examination/Screening Test

  • Have been registered with the NMC, erstwhile Medical Council of India or State Medical Council, as applicable

  • Have completed their internship or be likely to complete their internship on or before 30 September 2026

FMG candidates should carefully verify their examination, registration and internship status before applying for counselling.

Eligibility Criteria for Foreign Nationals

Foreign National candidates are also eligible for UP NEET PG-2026 counselling subject to the eligibility criteria prescribed in the applicable NBE Information Bulletin and other regulations.

1. Basic Medical Qualification

The candidate's basic Medical Qualification equivalent to MBBS should be recognized by the National Medical Commission (NMC).

2. Security Clearance Requirement

Foreign Nationals desirous of appearing in NEET-PG 2026, and those who are required to obtain security clearance as per the requirements of the Ministry of Home Affairs (MHA), must obtain the required security clearance before applying for NEET-PG.

The security clearance, wherever required, must be submitted while applying for NEET-PG.

3. Temporary Registration for Postgraduate Studies

The NMC may, on payment of the prescribed registration fee, grant temporary registration for the duration of the Post Graduate course.

The temporary registration may be limited to the medical college or institution where the candidate has been admitted for pursuing postgraduate studies.

However, temporary registration for a Foreign National is subject to applicable conditions, including that the candidate:

  • Is duly registered with the appropriate registering authority in their own country

  • Obtained their Basic Medical Qualification from the relevant country

  • Holds a qualification duly recognized by the corresponding Medical Council or concerned authority

  • Has obtained the required Permission or No Objection Certificate (NOC) from the Medical Council or concerned authority of that country for undertaking Post Graduation in India
