The state has a unique 5-tier system — pure government colleges, a government aided college (MAMC Agroha), ESIC central government colleges, private colleges affiliated to UHS Rohtak, and private deemed universities. All MBBS admissions in Haryana for government and UHS-affiliated private colleges are conducted by the Directorate of Medical Education and Research (DMER), Haryana for 85% state quota seats.
Pt. B.D. Sharma Post Graduate Institute of Medical Sciences (PGIMS), Rohtak — established in 1960 and affiliated to Pt. B.D. Sharma University of Health Sciences — is Haryana's most prestigious medical college and consistently the hardest to enter. It has the highest MBBS intake in the state at 250 seats. BPS Government Medical College for Women, Sonepat, Kalpana Chawla Government Medical College Karnal, and Shaheed Hasan Khan Mewati Government Medical College Nalhar Mewat are the other established government institutions.
Haryana's Service Incentive Bond is a defining feature of medical education in the state that no other state replicates at this scale. Under this scheme, MBBS graduates from government and government aided colleges must sign a bond of Rs. 30 lakh minus total fee paid. The government repays the entire bond amount with interest if the graduate joins government service in Haryana's public health institutions or government medical colleges within 5 years of completing MBBS (with 1-year moratorium). The bond is structured as a tripartite collateral-free education loan between the candidate, bank, and government. Female candidates receive a 10% concession on the bond amount. The bond does not apply to NRI quota candidates.
Haryana has two ESIC (Employees' State Insurance Corporation) medical colleges — ESIC Medical College & Hospital, Faridabad (150 seats, established 2015) and the ESIC facility at Alwar. These are central government institutions with annual fee of Rs. 1,00,000. Importantly, ESIC Faridabad seats are filled through MCC counselling, not DMER Haryana, making them accessible to students across India regardless of domicile. Candidates admitted to ESIC colleges must also comply with a separate ESIC-specific bond as per www.esic.nic.in.
Haryana has four deemed university medical colleges — SGT University, Gurugram (Rs. 22.5 lakh/year), Maharishi Markandeshwar University, Mullana Ambala (Rs. 17 lakh/year with 10% annual increase), Al-Falah University, Faridabad (Rs. 16.37 lakh first year), and Amrita School of Medicine, Faridabad (affiliated to Amrita Vishwa Vidyapeetham, Coimbatore). All deemed university seats are filled through MCC counselling, making them open to all India candidates regardless of Haryana domicile.
