Haryana NEET UG Counselling 2026 is conducted by Pt. Bhagwat Dayal Sharma University of Health Sciences (UHS), Rohtak for admission to MBBS and BDS courses in Government, Government Aided and Private Medical/Dental Colleges of Haryana, including those under SGT University, Maharishi Markandeshwar University and Al-Falah University. In Government Colleges, 15% seats go to All India Merit Category and 85% to Haryana State Merit. In Private Colleges affiliated to UHS Rohtak, 50% seats are State Quota and 50% are Management Quota (including 15% NRI). Admissions are based strictly on NEET UG 2026 merit.

The Government of Haryana, Medical Education and Research Department has notified the procedure for admission to MBBS and BDS courses in Government, Government Aided and Private Medical and Dental Educational Institutions in the State of Haryana for the academic session 2026-27. The counselling also covers private universities, namely SGT University, Budhera, Gurugram; Maharishi Markandeshwar University, Sadhopur, Ambala; and Al-Falah University, Faridabad (Minority Private University).
Pt. Bhagwat Dayal Sharma University of Health Sciences (UHS), Rohtak is the authorized body to conduct the Online Combined Centralized Counselling as per merit of NEET UG 2026 for admission to all the Government, Government Aided and Private Medical and Dental Educational Institutes including those under Private Universities.
Reservation Policy in Haryana NEET UG 2026
Government Medical/Dental Colleges
In Government Institutions, 15% of the seats will be assigned to the All India Merit Category of NEET UG 2026, and the remaining 85% of the seats will be assigned under the Haryana State Merit Category of NEET UG 2026.
Private Medical/Dental Colleges (Affiliated to UHS Rohtak)
In Private Medical/Dental Institutions affiliated to Pt. B.D. Sharma University of Health Sciences, Rohtak, 50% of the seats will be filled under State Quota and the remaining 50% of seats will be filled under the Management Category. Out of the 50% Management Category seats, 15% seats will be in the Non-Resident Indian (NRI) Category.
Private University Medical/Dental Colleges
The seat distribution in Medical/Dental Colleges under Private Universities (SGT University, Budhera, Gurugram; Maharishi Markandeshwar University, Sadhopur, Ambala; Al-Falah University, Faridabad) shall be as per Section 35 of the Haryana Private Universities Act, 2006.
State Reservation Policy
The State Reservation Policy shall be applicable for admission to all State Quota seats in Government/Government Aided Medical/Dental Colleges and for 50% State Quota seats in Private Medical/Dental Colleges affiliated to Pt. B.D. Sharma University of Health Sciences, Rohtak.
5% seats of the State Quota seats shall be reserved for candidates with Benchmark Disabilities in accordance with the provisions of the Rights of Persons with Disabilities Act, 2016, based on the merit list of NEET UG 2026 and as per MoHFW/NMC guidelines. The Disability Certificate issued by designated Disability Centres notified by NTA or the Medical Board constituted by PGIMS, Rohtak will be considered valid.
Reservation for EWS Category shall be provided as per Haryana Government Notification dated 25.02.2019. Candidates need to submit Income and Asset Certificate from the Tehsildar of the area, with family gross annual income below Rs. 6.00 lakh and not owning specified assets.

Eligibility Criteria for Haryana NEET UG 2026
A candidate for admission to MBBS/BDS courses in Government/Government Aided Medical & Dental Institutions and Open Merit Category (State Quota) seats in Private Medical/Dental Institutions will be eligible if he/she:
- Is a citizen of India.
- Is a bonafide resident of Haryana as per instructions issued by the Chief Secretary to Government of Haryana, and produces a valid Haryana Residence Certificate.
- For Management Category, candidates from all over India shall be eligible, irrespective of their State of domicile and place of study.
- Fulfils minimum eligibility criteria/qualifying criteria as prescribed in the Information Bulletin for NEET UG 2026 issued by NTA and as per regulations of NMC/DCI.
No candidate who has failed to obtain the minimum eligibility criteria (as specified in NEET UG 2026 Information Bulletin/NMC/DCI) shall be eligible for admission to MBBS/BDS courses.
Haryana NEET UG Counselling Procedure 2026
Admissions are made on the basis of Haryana State Merit list prepared as per NEET UG 2026 from the list of registered candidates available on the admission webportal. The choice of course/institution exercised by the candidate at the time of online counselling will be considered final and under no circumstances any change will be allowed.
The allotment of institution/course shall be made strictly as per merit drawn on the basis of NEET UG 2026 in the State List/All India List as the case may be. Candidates who have been provisionally allotted seats will have to appear in person for document verification (with all original documents) before the Admission Committee at Pt. B.D. Sharma University of Health Sciences, Rohtak. No appearance through authority letter or other means shall be acceptable.
Counselling Rounds Structure
If seats remain vacant after the first round, they will be filled in second round, followed by third round and mop-up round if still vacant. Fresh candidates can register for the second and subsequent rounds. Candidates already registered for the first round only need to give their willingness online for the next round.
As per MCI Notification dated 18.05.2018, candidates participating in the second round who want to opt for State Quota Seats in Government/Government Aided Institutes only shall be required to pay Rs. 10,000 (Rs. 5000 for SC/BC/PWD/EWS) through online payment mode. If candidates wish to opt for State Quota Seats in Government plus State Quota/Management Quota seats in Private Medical/Dental Institutes, they shall deposit Rs. 1.00 Lakh through online payment mode. This amount is later adjusted in the first year fee, or refunded if no seat is allotted.

ESIC Government Medical College, Faridabad: Annual College Tuition Fee is Rs. 1,00,000 per annum.

Bond Rules — Leaving MBBS/BDS Course Midway
If a candidate having joined the Institute leaves the course after three days prior to the last date of admissions prescribed by the Central Regulatory Authority, then:
- He/she will be debarred for next three years from applying for admission to MBBS/BDS Course in the State.
- He/she will have to pay Bond Money of Rs. 10 Lakh for UG Course, executed at the time of admission with two sureties on non-judicial stamp duly attested by 1st Class Magistrate.
- The candidate shall pay the fee of the academic session during which he/she leaves the course along with 50% of fee of the next academic session, in addition to the bond, in case of Private Institutions.
- This applies equally to candidates taking admission under Management Category.
- Candidates seeking admission in ESIC, Faridabad have to submit a separate bond as per ESIC Faridabad pre-condition.
Service Incentive Bond for Government Medical College Students
The Government of Haryana has introduced a Service Incentive Bond to incentivize MBBS graduates of Government and Government Aided Medical Colleges to opt for Government Service after completion of MBBS. The bond amount is Rs. 30 lakh minus total annual fee with a 10% concession for female candidates.

The bond is in the shape of a collateral free education loan with a tripartite agreement between the candidate, bank, and Government. The total duration is 5 years from completion of MBBS, with a 1 year moratorium. The Government repays the entire bond amount with interest if the candidate joins Government service (Permanent or Contractual) in Public Health Institutions or Government/Government Aided Medical Colleges of Haryana. The candidate is liable to repay only if he/she chooses not to join any Government service when offered. The policy does not apply to candidates admitted under NRI quota.
NRI Quota Admission in Haryana 2026
Only NEET qualified candidates shall be eligible under NRI Category. PIOs/OCIs and Foreign Nationals who are NEET qualified can also apply under NRI Category. All admissions are based on NEET UG 2026 merit. Tuition fee for NRI candidates must be paid only through the NRE/NRI/NRO/Foreign bank account of the candidate, parent or sponsor.
Preference under NRI Category:
- Actual NRIs/OCIs/PIOs candidates who originally belonged to the State of Haryana
- Children of NRIs/OCIs/PIOs who originally belonged to Haryana State
- Actual NRIs/OCIs/PIOs from other Indian States and Union Territories
- Children of NRIs/OCIs/PIOs from other Indian States and Union Territories
- Real brother and sister of the candidate (if NRI)
- First-degree relation of student who is NRI residing abroad and is the nearest relation
- Foreign Nationals (after exhausting NRI/PIO/OCI list)
Vacant NRI seats shall be converted to Open Category in Government/Government Aided Colleges and to Management Category in Private Colleges.
Documents Required at Haryana NEET UG Counselling 2026
Candidates must bring the following original certificates with two sets of self-attested photocopies at the time of document verification:
- Matriculation/High School Certificate (10th) as proof of date of birth
- 10+2/Intermediate/Senior Secondary School Certificate & Detailed Marks Sheet
- Character Certificate from school/institute last attended
- Haryana Residence/Bonafide Resident Certificate (if applicable)
- Caste Certificate from competent authority of State Government (if applicable)
- Disability Certificate from notified centres or PGIMS Rohtak Medical Board (if applicable)
- Certificate of Dependent of Freedom Fighter (if applicable)
- ESM Certificate (if applicable)

NRI candidates additionally bring: Equivalency Certificate from Association of Indian Universities (if applicable), Conversion Certificate of grading to percentage, Proof of NRI status (passport, OCI/PIO/letter from Ministry of External Affairs/Embassy, Bank Account Details).
Note: Candidates failing to bring original documents at the time of document verification will not be considered, and their claim to admission will be forfeited. Attested photocopies of certificates will not be considered valid.
Appellate Authority & Admission Committee
The Admission Committee at Pt. B.D. Sharma University of Health Sciences, Rohtak is responsible for supervision of admission web-portal, conduct of counselling, document verification, allocation of seats, and disputes thereof. The Director General/Director Medical Education and Research, Haryana is the Appellate Authority. Appeals can be sent on simple white paper with copy of decision of Admission Committee via email to dmer-hry@nic.in.
