Tamil Nadu Government Quota MBBS Seats Admission Process 2026
1. DISCLAIMERS
a. Qualified and eligible candidates are required to register ONLINE on the Tamil Nadu Medical Selection Committee website https://tnmedicalselection.org to participate in the counselling process for allotment of seat. Tamil Nadu Medical Selection Committee does not allot any seat manually. (For all General Category Seats)
b. Candidates are deemed to have read, agreed and accepted this prospectus and the terms and conditions of the counselling mentioned in this prospectus for Tamil Nadu State 2026-2027 UG (MBBS) Counselling on completing the online submission of application form.
c. Application for Tamil Nadu State 2026-2027 UG (MBBS) Counselling can only be submitted online through Tamil Nadu Medical Selection Committee website https://tnmedicalselection.org. Application submitted through any other mode shall not be entertained.
d. Candidates are further advised to fill the application form on their own on the Tamil Nadu Medical Selection Committee website and not through any agent or third party. If they have any difficulty in filling up the online application forms they can approach the facilitation centres at any one of the nearest Tamil Nadu Government Medical Colleges and the T.F.C. (Tamil Nadu Facilitation Centre) in each District (where there are no Medical Colleges yet) and utilise the facilities to access and apply online.

e. A candidate can submit Tamil Nadu State 2026-2027 UG (MBBS) Government quota application form only once. Candidates may apply for Management quota (If willing) separately.
f. All payments including the Security Deposit & Tuition fee will be forfeited if a candidate who has been allotted a seat in the Round 3 or subsequent Rounds and does not join the respective institution. Also, the Security Deposit and tuition fee will be forfeited if the admission gets cancelled due to any reason. E.g. in case, the candidate gives wrong information at the time of registration and on the basis of which a seat may be allotted and later cancelled by the Admission Authorities or at the time of reporting the candidate fails to produce the required documents (within stipulated time).
g. Candidates may kindly note that registering for Tamil Nadu State 2026-2027 UG (MBBS) Counselling does not confer any automatic rights to secure an Under Graduate seat. The selection and admission to Under Graduate seats in any medical Institution recognized for running Under Graduate courses are as per the Indian Medical Council Act, 1956 and is subject to fulfilling the merit, admission criteria, eligibility and such criteria as may be prescribed by the respective universities, medical institutions, National Medical Commission of India and State/Central Government.
h. Candidate should ensure that all information filled during the online submission of application form are correct and factual. Information provided by the candidates in the online application / registration form shall be treated as correct and self-certified and Tamil Nadu Medical Selection Committee shall not entertain, under any circumstances, any request for change in the information provided by the candidates.
i. The candidate will be responsible for all the documents submitted by him / her. Any candidate who is found to have produced/submitted any document / certificate which is false / forged / fake at any stage of counselling or admission process or later, will have his/her candidature cancelled and any seat even if allotted / joined will be immediately terminated and necessary legal actions will be initiated against the individual and / or parents. Also, the candidate will not be allowed in the counselling for Tamil Nadu UG medical admissions for the current year (in any category) and also will be debarred from participating in Tamil Nadu UG medical counselling for the subsequent three years. Also, all the fees paid by him / her will be forfeited including Security Deposit and Tuition Fees and such.
j. The information regarding Fee structure/ Course Content / bond / rendering of service in rural / tribal area / other conditions, etc. has been provided by Medical Colleges. Tamil Nadu Medical Selection Committee takes no responsibility regarding the above information including Fees / Bond / Mode of Payment or any typographical error / data etc. Candidates are advised to visit College website or contact the College Authorities directly for any query regarding above information before filling choices. Choices once locked cannot be modified and any request to Selection Committee regarding change of choices will not be entertained.
k. Candidates are advised to confirm their eligibility status before registering on the Selection Committee website for Institutional / Minority Quota seats of Minority Institutions / IRT ward / CMC, Vellore before opting for their seats.
l. It is informed that the fees for UG for Government Quota in Self- Financing Colleges should be in accordance with fees prescribed by the Fee Fixation Committee as mentioned in clause 22. For any grievance regarding high exorbitant fees, candidates are requested to send their grievance through mail to the following E-Mail id ddugselcom@gmail.com for reporting to the authorities concerned. But the Tamil Nadu Medical Selection Committee will not be responsible for any non-compliance by the concerned colleges.
m. Candidates are advised to be in touch with the Tamil Nadu Medical Selection Committee website (https://tnmedicalselection.org) for Schedule / latest updates / Results / Notices / News & Events pertaining to counselling as Tamil Nadu Medical Selection Committee will not be individually contacting the candidates for the same.
n. No communication will be directly sent to the Candidate(s). They are advised to be in touch with the website on regular basis for any updates.
o. Candidates are advised to use the same Mobile number used by them during application process for all subsequent events of counselling since OTPs will only be sent to that mobile number.
p. Court cases with regard to counselling must be within the jurisdiction of Hon’ble Madras High Court.
q. All admissions and resignations (if permitted) should be made through online mode only. Offline resignation of seats is NOT permitted.
r. Candidates must download the allotment letter from the Tamil Nadu Medical Selection Committee website only.
s. The security deposit amount will be refunded to the account (If eligible) as specified by the candidate in the online application form.
t. The security deposit and any other eligible refund will be refunded to the candidates within 3 months of completion of the entire counselling process (if eligible).
u. All candidates must ensure that they have provided the correct email address and mobile number. When candidates register, they have to enter the OTP received on their registered moblile number and the mobile number and email address are essential in every stage of the counselling and admission process.

2. GLOSSARY OF TERMS
State Quota
Refers to seats alloted by the Tamil Nadu Medical Selection Committee (85% of permitted / recognised seats in Government Medical Colleges and 100% Private college seats other than deemed universities). This includes GQ, MQ, NRI and NRI Lapsed seats referred below.
All India Quota (AIQ)
Refers to seats allotted by DGHS / MCC to students from all over India. (15% of Seats from State Government colleges).
Selection Committee
Refers to Tamil Nadu Medical Selection Committee which is the selection authority for Tamil Nadu Medical admissions. Selection Committee works under the Directorate of Medical Education and Research, Health & Family Welfare Department, Government of Tamil Nadu.
Application
Refers to online portal application form for admission to Medical Undergraduate courses conducted by the Selection Committee for Tamil Nadu State Quota.
Application Fees
Fees paid for applying to Tamil Nadu Medical (MBBS) courses. This fee of Rs.500/- is non-refundable and SC / SCA / ST candidates are exempted from payment of Application Fee.
Registration & Choice Locking
Registration is permitted only to those candidates who are in the merit list published by the Tamil Nadu Medical Selection Committee.
Registration Fees
Fees paid for registering in the counselling process. This fee of Rs.500/- is non-refundable.
General Category
Refers to seats allotted to candidates who do not belong to any special categories (i.e. Persons with Benchmark Disabilities, Eminent Sports Persons, Children of Ex-service Men or Special Preferential 7.5% Reservation to Government School Students).
Special category
Refers to seats allotted to candidates who belong to any one of the special categories (i.e Persons with Benchmark Disabilities, Eminent Sports Persons, Children of Ex-service Men or Special Preferential 7.5% Reservation to Government School Students).
Government Quota (GQ)
Refers to seats alloted by the Tamil Nadu Medical Selection Committee under Government Quota.
This includes seats in all Government Medical Colleges and a proportion of seats in
Self-Financing Medical Colleges & (50% or more) under Government Quota.
Management Quota (MQ)
Refers to proportion of seats in Self-Financing Medical Colleges & which are under
Management Quota (35% or Less). These seats will have a higher fee structure compared to
GQ seats.
NRI Quota
Refers to proportion of seats in Self Financing Medical Colleges & which are reserved
for NRI candidates (15% of SF college seats).
PwD Quota
Refers to seats reserved for Persons with Disability (5% of seats in all instituitions).
Candidates should have submitted PwD certificate obtained from the Regional Medical Board,
RGGGH, Chennai-03.
Ex-Servicemen Quota
Refers to the seats Reserved for the Children of Ex-Servicemen in Government Medical (M.B.B.S. – 10) as explained in Clause 14.2.
Sports Quota
Refers to Seats Reserved for Eminent Sports Person in Government Medical Colleges
(M.B.B.S – 7) as explained in Clause 14.3.
7.5% Special Preferential Quota
Refers to 7.5% of Government seats in Government Colleges and Government seats in
Self-Financing College admission to M.B.B.S which are reserved on preferential basis
to students, who have completed their schooling from VI to XII in State Government schools
and qualified NEET-UG 2026.
Merit / Rank List
Refers to the State Merit List published by the Selection Committee based on the NEET score
among the applied candidates.
Security Deposit
Fees paid at the time of registration for counselling especially if candidate wishes to opt for
GQ seats in Self-Financing colleges / MQ / NRI Quota of Self-Financing Colleges. This has
been made necessary to avoid seat blocking.
Security Deposit will be refunded, if the candidate is not allotted seats in any of the Rounds
or if the candidate joins the allotted seat. Security Deposit will be forfeited if the candidate
does not join the allotted course in Round 3 or later Rounds or if candidate discontinues the
joined course after the stipulated date in Round 2 or any time later.
Allotment
Refers to a candidate being allotted a seat based on his choice preferred and on the basis of
Merit & Rule of Reservation. Allotment does not confer the rights on the seat unless the
candidate pays the prescribed Tuition Fees and downloads the Allotment order within the
stipulated time and joins the instituion within the specified period.
Allotment Order
Refers to the Provisional Allotment Orders issued by the Selection Committee which the
candidate downloads from the website after payment of necessary fees. This order is
mandatory for joining the allotted institute.
Tuition Fee
Tuition fee is fixed by Government of Tamil Nadu / Fee Fixation Committee. This has to be
paid via online (For MBBS) before downloading the allotment order. Tuition fee does not
include other fees (Hostel fee, library fee, mess fee, etc.)
Joining
Refers to the candidate who, after downloading the Allotment order reports to the
instituition with the original documents and joins the institute (Round 1 & 2).
In Round 3 & Stray Round, payment of fees and downloading the allotment order itself is
considered as joining. (Considering the time-constraints)
Resignation
Refers to the candidate after joining the course , resigning the course for candidate`s own
reasons. This has to be done online only via Selection Committee website and they have to
download the resignation form and submit it to the College for them to get back their original
certificates.
Note : Only in Round 1 & Round 2 (Before the stipulated date), resignation constitutes
Free exit. Resignation in subsequent Rounds is considered as Discontinuation of course.
This will result in Forfeiture of Security Deposit and Tuition Fee and payment of
Discontinuation Fee.
Free Exit
Refers to candidate who is having free choice in quitting / not joining their allotted course
in Round 1 & Round 2 before the stipulated date without any adverse condition upon them.
This contrasts with provisions like Forfeiture of Fees & Security Deposit or Discontinuation
fee or debarment from participation in counselling which a candidate has to face
(as the case may be), if candidates quits or not join the course after the stipulated date in
Round 2 or anytime after allottment in subsequent Rounds.
Forfeiture
If the candidate does not join the allotted course in Round 3 or later Rounds, candidates
shall forfeit their Security Deposit and Tuition Fees paid (if any).
Discontinuation Fee
If the candidate discontinues the course after the stipulated date in Round 2 or resigns
after joining, any time later, in subsequent Rounds he / she is considered as Discontinued
and is liable to pay Discontinuation Fee as mentioned in clause 23.
Unless the candidate pays the discontinuation fees, the candidate will not be permitted to
discontinue and the document / certificates submitted in the college will not be returned.
It will be held as a lien by the State Government for the payment of discontinuation fees.
Not Joined
Refers to the candidate who after being allotted has not joined the institution. In Round 1
& Round 2 Not-Joined status offers free exit. But after Round 2 Not-Joined status results
in Forfeiture of Security Deposit and tuition fees paid (If any).
In Stray Round or subsequent Rounds (if any), if the candidate downloads allotment order,
the candidate will be considered as joined.
If after being allotted, the candidate does not download allotment order,the candidate will
not be eligible to participate in further Rounds of counselling and the next academic year
counselling in addition to forfeiture of Security Deposit & Tuition Fees (if any).
Virtual Vacancy
Refers to the vacancies which may arise due to reallotment / upgradation of seats in the
Round 2 & Round 3.
Candidates can fill their choices for such seats but they will become real vacancies and be
available for allotment only if the candidate who holds such seat and has applied for
reallotment / upgradation gets reallotment and vacates such seat.
3. IMPORTANT INFORMATION
- For periodic updates, the candidates are instructed to remain in touch with the official website, www.tnmedicalselection.org frequently from the date of application till the end of admission process.
- Selection Committee will not be responsible for the consequences, resulting due to non-diligent non-follow-up of notices, notifications and publications appearing on the website regarding counselling and admission to MBBS Degree Courses for 2026-2027 academic year.
- Rank List will be available in the official website and results WILL NOT BE COMMUNICATED individually. The applicants are thus encouraged to view the website for all updates.
- Any change or modification and relevant information pertaining to this counselling / admission process will be made available on the official website.
- Candidates are advised to download the prospectus and read it carefully along with parents / guardian before filling the online application form and ensure that no mandatory column is left blank. In the event of rejection of the application form, any correspondence and request for re-consideration will NOT be entertained.
- Candidates are advised to read the Information Bulletin for NEET-UG 2026 issued by the National Testing Agency (NTA) and carefully go through the instructions regarding NEET UG - 2026 and visit the website https://exams.nta.ac.in/NEET/ regarding detailed qualifying criteria.

- The admissions in the State of Tamil Nadu are as per the provisions of relevant Acts and Rules framed by the Government of Tamil Nadu and in compliance to Section 14 of the National Medical Commission Act, 2019 and as per the orders of the Hon’ble Supreme Court of India and the eligibility for admission to MBBS Degree Courses within the respective categories shall be based solely on marks obtained in the National Eligibility Cum-Entrance Test (NEET UG – 2026).
- As per Clause 6.1.6(a)(ii) of the NEET Information Bulletin 2026 issued by the National Testing Agency, the reservation of the seats in Medical Colleges for respective categories shall be applicable as per laws prevailing in the State / Union Territory concerned.
- From the total number of MBBS seats available in the Government Medical Colleges, 15% of the seats are surrendered to All India Quota and the remaining 85% of seats are allotted to State Quota for the academic year 2026-2027.
- Seat sharing with Self-Financing Minority and Non – Minority Medical Colleges will be as per State Policy and National Medical Commission of India regulations and applicable court orders.
- Christian Medical College seats will be filled as per the Judgement issued by the Supreme Court of India in paragraph 9 of I.A.No.110584/2022 in W.P.(C). No.8/2022.
- Special Category (Children of Ex-Servicemen, Eminent Sports Person and Persons with Benchmark Disabilities) and admission on preferential basis (7.5 percentage) to students of Government schools as per the Tamil Nadu Admission to Undergraduate Courses in Medicine, Dentistry, Indian Medicine and Homoeopathy Act, 2020 will be done ahead of General Category.
- At the time of registration, the candidate must pay Security Deposit as follows:
- For Government Medical Colleges – NIL
- For Government Quota seats in Self-Financing Medical College – Rs.30,000/-
- Security Deposit will be refunded to the candidates after joining the allotted colleges at the end of all phases of counselling and to the candidates who have not got any seats during any phase of counselling.
- Each Round of counselling is a separate Round and the rules of each Round are different.
- Instructions in the Prospectus are subject to changes based on decisions taken by the Government of Tamil Nadu and as per the instructions of the Hon’ble Courts and DGHS / MCC.
4. GENERAL INSTRUCTIONS
- Candidates seeking admission to MBBS Degree Courses in Tamil Nadu Government Medical Colleges, Government seats in Self-Financing Medical and ESIC Medical College, K.K. Nagar, Chennai affiliated to the Tamil Nadu Dr. M.G.R. Medical University can access the application form from the following official website: www.tnmedicalselection.org
- Candidates should submit their filled in online application form after uploading the details in the required fields. The cost of application form is Rs.500/- (Rupees Five Hundred Only) (non-refundable).
- All Scheduled Caste / Scheduled Caste (Arunthathiyar) / Scheduled Tribe candidates of Tamil Nadu native are EXEMPTED from payment of the cost of the application.
- The last date for submission of online application form will be upto 5:00 P.M. on xx-xx-2026.
- Candidates should fill up all mandatory columns, upload all required documents and submit the duly filled in online application.
- Candidates should submit the filled in online application after filling up of all fields with all relevant documents submitted / uploaded along with application.
- Admission under State quota seats will also include admission on preferential basis (7.5 percentage) as per the Tamil Nadu Admission to Undergraduate Courses in Medicine.
- Candidates who seek admission under preferential admission of 7.5% of seats under Government School Quota in MBBS courses should obtain and upload a bonafide certificate.
- In case candidates have studied in more than one Government school, they should produce the bonafide certificate from the current / last studied school.
- The bonafide certificate furnished by the students will be scrutinised by the Selection Committee.
- Candidates cannot opt for additional categories (NRI / Religious / Linguistic Minority / Community / Special Categories) after application.
- If seats are vacant in any category after the exhaustion of merit list in Round-2 or later, those seats will be converted to general category subsequently.
5. INSTRUCTION FOR SPECIAL CATEGORY – (PwD, Sports and Ex-Servicemen)
The candidates applying under Special categories viz., Persons with Benchmark Disabilities, Children of Ex-servicemen and Eminent Sports Person are instructed to submit their application in online only.

6. AGE LIMIT (As per NEET UG – 2026 Bulletin)
The candidate should have completed 17 years of age at the time of admission or should complete 17 years on or before 31st December of this year 2026.
7. GENERAL ELIGIBILITY CRITERIA (As per NEET UG – 2026 Bulletin)
- Candidate should be a Citizen of India.
- Overseas Citizen of India(OCI) / Person with Indian Origin (PIO), who are registered under Section 7A of Citizenship Act,1955 are eligible for admission in MBBS Degree courses subject to the production of proof of such registration.
8. NATIVITY
- Candidate should be Native of Tamil Nadu.
- Candidates who claim their Nativity as Tamil Nadu should submit their Nativity Certificate issued by the competent authority of Government of Tamil Nadu.
- Candidates belonging to other States and residing in Tamil Nadu cannot claim nativity of Tamil Nadu.
- Candidate who has appeared for NEET UG – 2026 as a native of other State cannot apply as a native of Tamil Nadu.
- Permanent Residence Certificate in lieu of Nativity Certificate will not be accepted.
- Nativity Certificate submitted with application alone will be accepted.
- Candidates who are Native of Tamil Nadu and have studied from Standard VI to Standard XII in schools of Tamil Nadu should also produce Nativity Certificate and Community Certificate issued by the competent authority.
- Candidates who are Native of Tamil Nadu but studied from VI Standard to XII Standard outside Tamil Nadu should produce the Nativity Certificate and Community Certificate issued by the competent authority.
- Such candidates should also give an undertaking that they have not applied for any Educational Institution in any other State claiming the nativity of such State.
- Candidates who are native of other States but studied their schooling from VI Std to XII Std continuously in Tamil Nadu have to produce their School Bonafide Certificate.
- Community Certificate of the candidates or either one of his / her parents obtained from other States will not be considered for reservation.
NOTE: This nativity clause is subject to the outcome of the Writ Petitions pending before the Hon’ble High Court of Madras.
9. COMMUNITY CERTIFICATE
(a) Candidates should produce Community Certificate obtained from the Revenue authorities with competent jurisdiction as detailed below:

The candidature claimed after submission of application without Community Certificate will be treated only as Open category.
(b) If a candidate of Tamil Nadu origin obtains community certificate from other State, candidates will be considered under Open Category, only if candidates fulfil the norms otherwise.
(c) If a candidate submits a false / fabricated Community Certificate, Nativity Certificate or any other Certificate, if it is found at a later point during the course of the study, it will result in expulsion of the candidate from the course and also legal proceedings / criminal action will be initiated against the candidate and their parents as per provision of law.
10. QUALIFYING CRITERIA
The National Testing Agency will prepare an All India Merit List of successful candidates of NEET (UG) – 2026 on the basis of the eligibility criteria provided by the National Medical Commission of India as given in erstwhile Graduate Medical Education Regulations, 1997 issued under Indian Medical Council Act, 1956 issued under the Dentists Act, 1948.
The eligibility criteria are as follows:
Admission to MBBS Degree Courses for academic session (2026-2027) shall be based solely on marks obtained in the National Eligibility-Cum-Entrance Test (NEET–UG 2026).

In order to become eligible for admission to MBBS Courses for a particular academic year, it shall be necessary for the candidate to obtain minimum of marks at 50th percentile in National Eligibility-Cum-Entrance Test to MBBS Courses held for the said academic year.
However, in respect of candidates belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes, the minimum marks shall be at 40th percentile.
In respect of candidates with Bench Mark Disabilities specified under the Rights of Persons with Disabilities Act, 2016, the minimum marks shall be at 45th percentile for unreserved category candidates and 40th percentile for SC / ST / OBC candidates.

Provided when sufficient number of candidates in the respective categories fail to secure minimum marks as prescribed in National Eligibility-Cum-Entrance Test held for any academic year for admission to MBBS Courses, the Government of India in consultation with National Medical Commission of India may at its discretion lower the minimum marks required for admission to MBBS Courses for candidates belonging to respective categories and marks so lowered by the Government of India shall be applicable for the said academic year only.

To be eligible for admission to the MBBS Courses, a candidate must have passed in the subjects of Physics, Chemistry, Biology / Bio-technology and English individually and must have obtained a minimum of 50% marks taken together in Physics, Chemistry, Botany / Zoology / Biology / Bio-technology at the Qualifying Examination as mentioned in Graduate Medical Education Regulations,1997 as amended in 2018 and in addition must have come in the merit list of National Eligibility-Cum-Entrance Test for admission to MBBS Course.
In respect of the candidates belonging to the SC, ST and OBC category, the marks obtained in Physics, Chemistry, Biology / Biotechnology taken in qualifying examination and competitive examination (Physics, Chemistry, and Biology) must be 40% marks instead of 50%.
In respect of candidates with Bench Mark Disabilities specified under the Rights of Persons with Disabilities Act, 2016, the minimum marks in qualifying examination in Physics, Chemistry and Biology / BioTechnology taken together must be 45% instead of 50% for Unreserved category candidates and 40% for SC / ST / OBC candidates.

Candidates who have passed 10+2 from Open School or as private candidates shall not be eligible to appear for ‘National Eligibility-Cum-Entrance Test’. Furthermore, study of Biology / Biotechnology as an Additional subject at 10+2 level also shall not be permissible.
“The proviso in italics has been subject matter of challenge before the Hon’ble High Court of Delhi, Hon’ble High Court of Allahabad, Lucknow Bench and Hon’ble High Court of Madhya Pradesh at Jabalpur.
The provisions of the regulations disqualifying recognised Open School Board candidates and the candidates who have studied Biology / Biotechnology as an additional subject has been struck down.
The Medical Council of India has preferred Special Leave Petitions before the Hon’ble Supreme Court. Therefore, the candidatures of candidates in the NEET (UG)-2024 who have passed the qualifying examinations i.e. 10+2 from National Institute of Open Schooling or State Open Schools or as private candidates from recognised State Boards; or with Biology / Biotechnology as additional subject shall be allowed but subject to outcome of Special Leave Petitions / Appeals filed by the Medical Council of India”.
e) The candidate of other Boards / Universities / Countries (except State Board / CBSE Board / ISCE Board) who wish to take up a MBBS seat in the State of Tamil Nadu should submit the Eligibility Certificate obtained from the Tamil Nadu Dr. M.G.R. Medical University, Guindy, Chennai, at the time of online application.
11. NON-ELIGIBILITY CRITERIA
(a) The candidates, who are native of other State, studied their schooling from VI to XII Std in other States either wholly or in part are not eligible to apply for MBBS course under Government Quota (For Management quota eligibility, kindly refer to the Management Quota Prospectus).
(b) If the candidate of other Universities / Boards (except State Board / CBSE/ ICSE) do not submit the Eligibility Certificate obtained from the Tamil Nadu Dr. M.G.R. Medical University, Guindy, Chennai, then their application will be summarily rejected.
(c) Candidate presently pursuing the MBBS course in Tamil Nadu or in other States of India or other countries are NOT ELIGIBLE to apply for the MBBS Course once again.
12. PROCEDURE FOR FILLING AND SUBMISSION OF ONLINE APPLICATION FORM
The candidates are advised to take a print out of the Prospectus from the official website and read it carefully, along with the parent / guardian before filling up the online application form for the academic year 2026-2027.

The application forms will be available online from 06-06-2026 onwards till xx-xx-2026 upto 5:00 P.M.
I. Candidates have to fill all the mandatory columns in the online application.
All the relevant documents should be uploaded in PDF format. Candidates are instructed to submit the online application after filling up all the required fields.
II. Request for change in any particulars
Request for change in any particulars after submitting the online application form shall not be entertained under any circumstances.
III. Candidates are instructed to upload the following certificates while filling the online application form and submit:
- NEET- UG 2026 Admit card and Score card.
- Class X Mark Sheet (both sides of Certificate).
- Class XI Mark Sheet (both sides of Certificate).
- H.S.C. Mark sheet (both sides of Mark Sheet) or any other equivalent examination.
- Transfer certificate obtained after the completion of H.S.C. or equivalent courses.
- Certificate for proof of study from VI to XII Std. for the candidates who have studied completely in Tamil Nadu.
- Community Certificate (if applicable).
- Nativity certificate.

Documents of Parent need to be uploaded for the candidate who claim their native as Tamil Nadu for communal reservation:

After submitting the filled in online application, the candidates are advised to download their filled in online application form for future reference.
IV. All the entries in the online application form
All the entries in the online application form should be filled by the candidate carefully.
The candidate should ensure that all information including the marks in the qualifying examination furnished by the candidate in the application and the enclosures are true and correct.
The candidate is informed that after proper scrutiny of the application, if the marks furnished by the candidate in the application are not correct or any other information is found to be incorrect, then;

Candidates will forfeit the admission, no matter at what stage of the course, at that time;

Candidates will be debarred from pursuing any other course for a period of three years;
-
Legal proceedings / criminal action will be initiated against the candidate along with their parents / guardian for furnishing false Mark Sheet / false Community Certificate / false Nativity Certificate and false embassy Certificates.
V.
Even if the candidate is provisionally selected for the MBBS admission but found to have failed in +1 examination, the provisional admission of the candidate automatically stands cancelled.
VI. Instructions for filling the Online Application Form
(a) The candidate and the parent / guardian must ensure candidates eligibility criteria before submitting the online application form. The candidates are instructed to go through the Prospectus carefully and be clear about all the instructions with regard to the submission of the online application form.
(b) The application form other than the one filled in online mode will not be accepted, under any circumstances.

Uploading Documents Instructions
a. Same passport size photograph which was uploaded in NEET UG-2026 examination must be uploaded in the online application form. It should be submitted at the time of admission at the allotted Medical College.
b. Candidates should upload their signature in running hand writing (4 kb to 20 kb) in the appropriate box given in the online application form. Placing initials as signature is not acceptable. Writing full name in the box in capital letters would also not be accepted as signature and the application form would be rejected.
c. Candidates must ensure that photograph and signature are uploaded in the respective fields.
d. Candidates should put his / her left thumb impression on white paper with blue ink and scan for uploading.

Incomplete applications without enclosures will be rejected (Educational certificates, Community, Nativity, Photograph and Signature).

Candidates are instructed to submit only one application form.

Candidates should ensure that all information entered in the online application are correct at the time of online submission of application form.

Incomplete applications and applications not in accordance with instruction will not be considered and are liable to be rejected. The application fee once paid will not be refunded.

Submission of online application and remittance of fee would close as per the schedule given and no request for extension of time shall be entertained. Application once submitted cannot be withdrawn.
13. METHOD OF FEE PAYMENT

Mode of payment is through Debit Card / Credit card / Net banking / UPI. Necessary facilities have been provided for making payment through payment portal by using Net Banking or other modes.

Candidates must note that mere deduction of fee from the Bank account is not a proof of fee payment.

Check the validity of the Debit card / Credit card and keep everything ready while logging on to the website for submitting application form. Candidate should enter the information asked for and make payment through the portal.

The Security Deposit will be refunded only to the account whose details are provided along with the application form.
14. COUNSELLING PROCEDURE FOR SPECIAL CATEGORIES
-
Counselling for the Special Categories (Eminent Sports Person, Children of Ex-Servicemen and Persons with Bench Mark Disabilities) will be done ahead of the General Category. The candidates have to appear in person along with the relevant original certificates at the venue specified in the website.

There will be RE-ALLOTMENT allowed in the 2nd Round of Counselling for Special Category (For seats available due to Not Joining or Resignation of Special Category candidates).
-
Any unavailed vacancies in Special Category (Persons with Benchmark Disability seats) will be added to General Category in the Round 1 of Under Graduate counselling for General Category.

The movement of candidate from Special category (Eminent Sports Person, Ex-servicemen and Persons with Bench Mark Disabilities) to General Category in cases where they do not qualify for Special category will be based on the General rank following the Rule of Reservation.

The candidates seeking admission under Special Category for both MBBS Degree Course (Eminent Sports Person and Children of Ex-Servicemen) are instructed to pay an additional sum of Rs.100/- through online via bank payment portal for each Special Category separately and to enclose the relevant certificates claiming that Special Category.

1. Seats Reserved for Special Categories in Government Colleges

Seats earmarked for the special categories will be allotted following the Horizontal Reservation. The seats will be allotted as per rank in the concerned special category and those seats will be deducted in the concerned compartment (OC / BC / BCM / MBC / DNC / SC / SCA / ST) and the remaining seats, if any, will be added to the General Category.

If adequate eligible candidates are not available under Special Category, then the earmarked seats will be reverted back to General Category.
-
The candidates who have previously applied for the MBBS Degree Course under Persons with Benchmark Disabilities and made ineligible by the Rajiv Gandhi Government General Hospital, Chennai, are not eligible to apply under this category. Such application will be summarily rejected.
2. Seats Reserved for the Children of Ex-Servicemen
(Number of seats reserved in M.B.B.S. – 10 & B.D.S. – 1)

The candidates who have applied under Children of Ex-Servicemen quota seats will be allotted as per G.O.(D).No.977, H & FW Dept. dated 01.06.2018 and as amended in G.O.(D). No.882, H & FW Dept., dated 28.05.2019 and G.O. (D). No.33, H & FW (MCA-1) Dept., dated.10.01.2022 which is annexed in Annexure – VI(a) & (b).

The candidates seeking admission to MBBS Course under Children of Ex-Servicemen Category should apply online for Ex-serviceman certificate, in the prescribed form available in the website

The candidates should furnish the online certificate as prescribed in the format obtained from the competent Ex-servicemen Welfare Board.

The Special Committee from the Directorate of Ex-Servicemen Welfare, Chennai – 03 constituted will scrutinize the prescribed certificates given by the Assistant Director of the Ex-servicemen Welfare Board submitted by the candidates. The priority list given by the Special Committee will be final. Eligible candidates will be selected on priority basis by the abovesaid Committee. The other eligibility conditions for admission to MBBS Degree Course will be applicable as in the case of General Category.

The candidates who submit their Ex-Servicemen Certificate after the last date of online submission will not be considered for Ex-Servicemen Quota.

The Ex-Servicemen Quota priority list will be furnished by the Special Committee to the Selection Committee, Directorate of Medical Education & Research, Kilpauk, Chennai. The decision of the Special Committee will be final.

In the Ex-servicemen Quota priority list, if same priority is obtained by more than one candidate, then rank list will be assigned based on NEET UG -2026 Rank.
3. Seats Reserved for Eminent Sports Person
(Number of seats reserved in M.B.B.S – 7 and B.D.S.- 1)

The candidate who have applied under Eminent Sports Person quota, seats will be allotted as per G.O. (D). No.976, H & FW Dept. dated 01.06.2018 which is annexed in Annexure – VII.

The provisions contained in G.O.(D) No.38, Higher Education (J2) Department, dated. 26.02.2020, constituting Common Committee for the selection of candidates for admission to professional courses (Engineering and Medicine) under Eminent Sports Person Category for a period of 4 years from 2021-2022 to 2026-2026, will be followed.

The candidates are requested to arrange their Sports certificates as per the serial number starting from June 2021 as given in the Annexure - VII (a) & (b) and submit them along with the filled in online application form, within the stipulated time. All the particulars are to be filled up as per the guidelines given in the Annexure - VII. The other eligibility conditions for admission to MBBS course will be applicable as in the case of General Category.

The Common Committee from Tamil Nadu Sports Development Authorities, at the office of the Secretary, Selection Committee, will scrutinize and approve the eligibility norms, list of sports events, marks for various categories of achievements, competent authority to issue forms / certificates, etc., for TNEA 2026 / MBBS 2026 admissions under Eminent Sports Persons Quota.

The Rank list for this category will be done by the Common Committee constituted for this purpose. The mode of selection will be made as per the guidelines given in Annexure – VII.

The Sports Quota rank list will be furnished by the Common Committee to the Selection Committee, Directorate of Medical Education & Research, Kilpauk, and Chennai. The decision of the Common Committee will be final.

If the Original certificates are not produced in person to the Common Committee at the time of scrutiny for Sports Quota at the Selection Committee, Directorate of Medical Education & Research, Kilpauk, Chennai, the candidates will not be considered under the Sports Category. Subsequent production of original certificate or sending photo copy of sports evidence by post / courier will not be accepted.

If same sports mark is obtained by two or more candidates, then sports rank will be assigned based on NEET UG –2026 Rank.
4. Eligibility for Bench Mark Disabilities as per the Right of Persons with Disability Act, 2016
-
5% of the total number of seats available in Government Medical Institutions will be filled by candidates falling under Persons with Bench Mark disabilities as per MCI Guidelines / Regulations in accordance with the Rights of Persons with Disabilities Act, 2016. If the seats reserved for the persons with disabilities in a particular category remain unfilled on account of unavailability of candidates, then earmarked seats would be included in the general category in the Round 1 of General Category counselling.

Candidates with less than 40% disabilities are NOT ELIGIBLE for reservation under PwD category and if the candidates are eligible to apply for MBBS Degree Course otherwise they will be considered under general category.

As per “ANNEXURE-A” published by the National Medical Commission in pursuance of the communication from Ministry of Health and Family Welfare:
“Presence of significant Locomotor Disability with or without any other significant disability such as visual or hearing–speech or learning etc. which will make it very difficult for the candidate to pursue and complete the course satisfactorily and may significantly increase the risk to the candidate or the patient(s) – may be declared NOT ELIGIBLE for admission”.

The candidates are required to produce a certificate obtained from the Regional Medical Board constituted at Rajiv Gandhi Government General Hospital, Chennai – 600 003 for the purpose of assessing the nature and the extent of disability in Annexure V. The certificate must have been OBTAINED WITHIN SIX MONTHS PRIOR TO SUBMITTING the application for seeking admission under this category. If the certificate has been obtained earlier, then the application will be rejected. If the candidate fails to submit the Disability Medical Certificate, then their application will be rejected under special category.

Candidates who consider themselves eligible for Persons with Bench Mark Disabilities Category are advised to ensure their eligibility by getting themselves examined at the Disability Assessment Board constituted at Rajiv Gandhi Government General Hospital, Chennai and upload the disability certificate from the board along with the application failing which, the candidates will not be considered for allotment of seats under Persons with Bench Mark Disabilities.

All the candidates who are eligible under PwD category will be ranked based on their score in NEET-UG 2024.
15. RANK LIST
Rank List of the candidates (Common Rank List) shall be prepared on the basis of the marks obtained in National Eligibility-cum-Entrance Test (NEET-UG 2026) for MBBS Degree Course for the academic year 2026-2027.
Separate rank lists for candidates under Special Category shall be prepared for MBBS Degree Courses for the academic year 2026-2026 for:

16. METHOD OF SELECTION AND ADMISSION

The admission shall be made on the basis of National Eligibility-cum-Entrance Test NEET-UG 2026 score for MBBS Degree Course for the year 2026-2027 through Single Window system following the rule of reservation for the State Quota seats in Government Medical Colleges, Government Quota seats in Self Financing Private Medical Colleges and ESIC Medical College, K.K.Nagar, Chennai affiliated to The Tamil Nadu Dr. M.G.R. Medical University and Government quota seats in Self-Financing colleges.

Merely appearing and qualifying in NEET (UG) – 2026 does not confer any right to the candidate for admission to MBBS Course. The selection and admission to MBBS course in any Medical Institution recognised for MBBS Course is subject to fulfilling the admission criteria, eligibility, rank in merit list, medical fitness and such other criteria as may be prescribed by the Government of India, Government of Tamil Nadu and The Tamil Nadu Dr. M.G.R. Medical University.

Candidates eligibility for MBBS Courses is purely provisional and is subject to fulfillment of eligibility criteria as prescribed by the Government of Tamil Nadu as applicable.

The Government Orders issued and to be issued from time to time pertaining to any of the matters contained in this prospectus should be read as part and parcel of this Prospectus and such terms and conditions in the Government Order are deemed to have been incorporated in this Prospectus.
17. ROUNDS OF ONLINE COUNSELLING
There are four Rounds of counselling:
- Round 1
- Round 2
- Round 3
- Stray Round
I. GENERAL INSTRUCTIONS FOR COUNSELLING
At the time of registration of counselling, the candidate must pay Security Deposit as follows:
CATEGORY A, A1 and C:
- For Government Medical Colleges – NIL
CATEGORY B and D:

For Government Quota seats in Self-Financing Medical College – Rs.30,000/-
“SC / SCA / ST / Converts to Christianity from Scheduled Caste, candidates are exempted from Security deposit, if annual income is less than 2.5 Lakhs.”
- The counselling Schedule will be available in the official website.
- Candidates are instructed to register and Choice lock the seats for each Round of counselling within the stipulated date and time as mentioned in the counselling Schedule.
- Once the candidate locks his / her choices during the online counselling, it cannot be changed later.
- Admission to MBBS course shall be made by online counselling on the basis of rank by applying the rules of reservation based on the preference of Choices given by the candidate.
- Candidates are advised not to share Login ID, Password and OTP with others.
- Mutual transfer / Individual request for transfer of college will NOT be permitted under any circumstances.
- Provisionally selected candidates can download the provisional allotment order by paying the tuition fee as mentioned in clause 22.

Joined candidates upto Round 3 of All India Quota or State Quota shall not be eligible to participate in the further Rounds for All India Quota or State Quota from this academic year (i.e) 2026-2027 as per information bulletin DGHS.
“Kindly note that Medical Counselling Committee of DGHS MoHFW has developed Software for all the participating States / Counselling Authorities for NEET-UG to upload the name and Roll numbers of students who have joined upto Round-3 and further Rounds of the State Quota or Round-3 of the All India Quota on the common portal.”
II. ROUND 1 OF ONLINE COUNSELLING

The candidates should pay a non-refundable amount Rs.500/- (Rupees Five Hundred only) towards Registration Fee and Security Deposit (Refundable) amount Rs.30,000/- (Rupees Thirty Thousand Only) via online Bank payment portal.
-
A candidate who has taken a seat and Not Joined / Resigned the course within the stipulated time will be eligible to attend the subsequent Rounds of online counselling for the academic year 2026-2027.
-
Re-allotment is permitted during the Round 2 and Round 3 of counselling based on rank.
-
If a candidate fails to join the College within the stipulated time, in the Round 1 of counselling candidates will be permitted to participate in the Round 2 of online counselling.
-
Re-allotment is permitted during the Round 2 of counselling based on rank following the Rule of Reservation.
-
The remaining unavailed seats of Persons with Benchmark Disability quota will be added to the General Category in Round 1 of counselling.
III. ROUND 2 OF ONLINE COUNSELLING
-
Candidates who had registered for Round 1 and did not get any seat allotted are not required to register again.
-
Fresh registration is permitted in this Round for those candidates who have not registered in Round 1.
-
Candidate who wish to retain their seats need not participate in this Round.
-
If upgraded in Round 2, the candidate has to relinquish the seat from Round 1 and join Round 2 allotted seat.
-
Round 2 choice filling will follow the registration.
-
Candidates should be careful while choice filling and it is advisable to choose preferred colleges only.
-
Candidate could edit their choice(s) but once the candidate locks their choice(s) during the online counselling, it cannot be changed later.
-
If the candidate is reallotted in Round 2, then the MBBS seat allotted to candidates during Round 1 will be allotted to other candidates in descending order.
-
If the candidate has Not-Joined, candidate can discontinue the course before the stipulated resignation date.
-
If the candidate has joined but discontinued the course after the stipulated date he / she will be eligible to attend Round 3 but will forfeit the registration fee and Security Deposit.
-
Candidates who are allotted seats in Round 2 but who don’t report or join can participate in further Rounds.
-
Candidates getting upgraded in Round 2 shall NOT have any claim on Round 1 seat.
IV. ROUND 3 OF ONLINE COUNSELLING
When a candidate is scheduled to attend the Round 3 online counselling, then the candidate has to pay the Registration Fee of Rs.500/- (non-refundable).
ELIGIBLE CANDIDATES FOR ROUND 3:
- Candidates who registered for Round 1 or Round 2 and did not get any seat allotted.
- Fresh registration is permitted for this Round.
- Joined candidates upto Round 3 of All India Quota or State Quota shall not be eligible to participate further.
- If upgraded in Round 1 to Round 2, the candidate must get relieved and join Round 3 seat.
- Once the candidate joins the Round 3 seat, candidates cannot upgrade or resign.

If any candidate does not join the Round 3 allotted seat, candidate will have to forfeit the Registration fee, Security Deposit & Tuition Fee.
V. STRAY ROUND OF COUNSELLING
-
Stray Round of Counselling will be conducted by the Selection Committee as per the directions of the Hon’ble Supreme Court.

The candidates should pay an additional Security Deposit amount Rs.5 Lakhs for MBBS Course.
-
Candidates who are not holding any seats in MBBS course will be eligible to participate.
-
Candidates who have joined in All India and State Quota seats will not be eligible.
-
Downloading of allotment order by the candidate is considered as joining the college / seat.
-
Allotted candidates during Stray vacancy Round, if they fail to join or discontinue the course, they will have to forfeit the Security Deposit and Tuition Fee in addition to payment of Discontinuation Fee.
VI. ADDITIONAL INSTRUCTIONS
-
If it is found that a candidate was involved in impersonation / suppression or misrepresentation of facts and production of falsified certificates, his/her provisional allotment order will be cancelled and legal proceedings will be initiated.

If during NEET 2026 or admission process impersonation is found, the candidate will be handed over to Police and debarred permanently.
-
The Selection Committee will not be responsible for approvals obtained / annual renewals of Self Financing Medical Colleges.
-
MBBS Seats in Government / Self Financing Medical Colleges are subject to renewal and approval of National Medical Commission of India.
-
Seat matrix for Government Medical Colleges and Government Quota seats in Self-Financing Colleges will be released before counselling.
-
Conditions laid down in this Prospectus are applicable for candidates seeking admission to Government Medical Colleges and ESIC Medical College.

Any existing / new college getting recognition from the National Medical Commission of India will be included at the time of counselling.
Tamil Nadu NEET UG Counselling 2026 – Frequently Asked Questions
After the NEET-UG results are declared, notification will be released on the official website tnmedicalselection.org for UG medical admissions in Tamil Nadu. Candidates must login using their mobile number for OTP verification and create a unique User ID and password. Candidates should read the prospectus carefully and apply through the website in online mode only.
Note: Cost of applying online is Rs.500 (SC/SCA/ST candidates are exempted).
No. Applying online is only the first stage. After scrutiny of applications, an Eligible Merit List will be published on the official website. Candidates whose names appear in the merit list must register separately for the counselling process to participate in seat allotment.
After the merit list is published, candidates must register before the start of counselling by paying the non-refundable registration fee of Rs.500 through the website using the same User ID, password and mobile number used during application. No. Candidates do not have to join the allotted college in Round 1 because free exit is allowed.

If you are not allotted a new seat in Round 2, you retain the Round 1 seat. If you get upgraded in Round 2, the Round 1 seat is automatically cancelled.
Vacant seats due to non-joining and conversions are published in the seat matrix. Eligible candidates must submit fresh choices and allotment is processed based on merit and reservation rules.
Yes. As per MCC and DGHS counselling rules, re-allotment is allowed in Round 3 counselling.
